Brewed my first lager. It is a Maibock at 5.5 gallons and OG 1.069. I pitched two rehydrated packs of Saflager W34/70 at 55 degree wort temp. I now realize I probably should have pitched 3 packs. Anyway I have no activity after 40 hours. Should I wait longer or pitch more yeast. If more yeast how much? Thanks.
 
Two packs isn't that bad of an under pitch if you happened to have rehydrated them before pitching.

Lagers do take slightly longer to take off and are somewhat more subtle than you're used to seeing with an ale. Keep it cool, leave it alone and it will probably do its thing just fine.
