Line pressure, different for each tap

I have two kegs in my refrigerator, both run off the same co2 cylinder, psi is set at 12. One line is connected to a keg from one of my local breweries. It's flow out of the tap is good, maybe a little faster than it should be. The other line is connected to my home brew keg. It's flow out of the tap is extremely slow. I have to hold the beer about a foot below the tap just to be able to create some head. Any ideas on why this might be happening?
 
Different line lengths/diameters? A longer line or smaller diameter will require more pressure to dispense the beer at the same rate as a shorter line, or larger diameter.

I'm assuming your using a distributer and not secondary gauges. If you swap the lines you can ensure that the fault isn't something internal to the distributer like a clog or a fault with the isolations. If it is still isolated to the homebrew keg I'd look at the terminals on your corny (i'm assuming that's what you're using) and if you can't find anything there (make sure it's not leaking at all with soap solution) I'd check the line internally to ensure that there is no clog.

These are all just off the top of my head and I'm sure someone more experienced and smarter will come along soon :p
