I'f i'm using an all extract recipe besides adding dextrose or more extract (dry or liquid) what other ways could i raise the alcohol percentage, couldn't i just use less water, say half a gallon less?
 
You could. But you will be changing what the recipe intended. Maybe for the worse.

The best way to increase alcohol levels is to choose a kit/recipe that has the alcohol content you want.
 
^ what he said. Changing the volume of a kit or adding extra fermentables throws off the intended flavor profile.

That being said changing a recipe isn't always a bad thing as long as you accept up front that the results may not be what you want.

Generally though adding simple sugars to a recipe does nothing good for flavor. It only adds alcohol which messes with the balance.

Doing some research though and adding different malt extracts and maybe adjusting your hops can make for a good end result. Just not what the original recipe was supposed to be.

As long as you're not brewing for a competition you can try whatever you like. At worst its not the best beer in the world but it's still beer :)
