Kegging / Dispensing Question

I am finally ready to start kegging my first batch of force carb rootbeer. However when it comes to dispensing I have a question.

I have 3/8 ID vinyl tubing. Is there any way that I can make this work to serve at proper volume/speed etc without foaming.

I live in a neck of the world where 3/16 vinyl tubing doesn't seem to exist and to get it from Amazon or shipped from somewhere is nearly cost prohibitive.

I found something at Home Depot ... it was under WATTS refrigerator supply line... its 5/16 x 3/16 x 20ft. I figure if i play with the pressure at dispensing I should be able to make it work.. YIPPEE!!
