kegerator wont get cold

wutsup you guys, im new to this site but basically my friend gave me a kegerator for free and he said it was custom... i cleaned it up and it was sittin for a while so i decided to spray the side walls and bottom but not the copper lines with Plasti-dip which is like a rubber coating but you can peel it off if you decide to... long story short is that i hooked it up and it hasnt got cold or anytin, the low line is cold but not super cold like my actual a/c unit and the high line is super hot to touch along with the condensor as well

the thermostat knob is turned all the way to coldest too

any tips on what i can do? does it need more freon? i appreciate the help
