Altbier has been here at 1.015 for several days with no changes in gravity. Almost 3 weeks in primary and it’s murky as all get out. K97 yeast. Tastes ok. Should I keg?

I'd say you're good to package. 3 weeks in primary is plenty, especially with a stable FG. No off flavors? Go ahead and keg! (K97 can take FOREVER to clear up. I suggest using some Biofine Clear in the keg. 1/2-1oz per 5 gal.)
 
Eventually it'll probably settle and clear up. If I kegged, I likely would go ahead and keg it now. However, I'd probably use a floating dip tube so I could get the cleanest stuff off the top.

But I only bottle, so I wait till it clears up so that I don't get so much sediment in my bottles. I've sometimes waited six weeks for beer in the primary to clear.
 
When you store the keg in the keezer/kegerator, the cold temps should help crash the yeast out. The yeast will end up on the bottom in a more or less solid cake, as long as the keg isn't agitated.

After sitting for 2 week or longer like that, when tapping the first time, the diptube will suck a divot into the settled cake and the first 8-16 oz will be very cloudy, then providing increasingly clearer beer after that.

But it would be better, as @hotbeer said, using a floating diptube, sucking beer from the increasingly clearing top as you tap and drink it.

Some sort of fining should help, together with cold storage ("Lagering") temps and some patience.

I'm not familiar with Biofine Clear, but have used a gelatin solution with good results (and patience).
