So I have a half full keg...and no I'm not drinking. I want to empty it to turn it into a keggle but I have no tap. Is there a safe and easy way to do this?
 
Same way you would do it if there were no beer in it.

Depress the ball with a screwdriver to depressurize, and then start cutting. Once your hole is cut, dump it. ;)
 
There is a vast amount of information on how to do this, both here on HBT and online. You can remove the valve/stem and empty the beer, or as mentioned above, just depressurize and cut. I found it easier by removing the valve/stem and then cutting with a grinder using a jig. Cover the ball valve with a towel before pressing down with the screwdriver to avoid stale beer spraying everywhere. Good Luck!
