So I havent used my kegs in quite some time but now its time to keg a batch. I went to run some oxy clean through my lines and everything went to crap.

I have a dual regulator and with both valves closed I turned on the gas. The regulator furthest from the tank went bazzerk and made an awful farting sound wile the gauge went all the way to top bouncing like its martigras.

Did I blow all the seals?

Can I rack my beer with no CO2 going to the tank? I have a dry hopping batch that needs to be moved.

any advice? Kind of time sensitive!

any kegging pros around? No matter which valves I close or open the same thing happens

I'm not a pro but how old and where was your regulator stored, in a hot attic? Sounds like the diaphragm inside may be broken.
 
I'd hold off on legging until you get things fixed. You'll need some co2 to purge the head space of the keg of air to keep the beer from oxidizing. Also, you need pressure to seal the keg.
 
The tank and regulator were stored in the beer fridge...Yeah, I decided to leave the beer in the fermenter, I guess I will rack to another one and store it in my fridge until I get the regulator issue resolved.
 
When you say both valves closed, you mean that essentially they're turned to 0psi? My regulators have the knobs to adjust pressure, and a ball valve at the bottom so I can switch it off without adjusting psi.

What you're describing sounds like what happens when your safety valve kicks in. I've had that happen to me a couple of times when I was readjusting things without the gas from the bottle turned on, then turned on the bottle without adjusting psi back down.

I know it's a simple thing, but I just thought I'd ask, as the simple answers are usually the right ones.

Yes, I had the knobs turned to 0psi and turned the gas on and both guages pegged all the way to the top and gas cam out the release valves.

It does feel like it's something simple but there are only those three components; the two knobs and the gas valve. I don't think I have a ball valve that you refer to... just the release valves that you pull on to bleed the regulator.
