I am having a problem with my keg kettle (15.5 gal sanke keg). I recently got it but was running some tests today prior to making a batch. The problem is that once the water gets right below the ball joint bulkhead, it stops running out even though I have a dip tube that goes near the bottom of the kettle. Any ideas on what is going on or what I should be doing?

The inner dip tube will help drain down to that level, as long as there is a tube outside the kettle that extends to or below the same level as the inlet level. It needs the siphoning action to work.
 
+1 to nebben. To test, place your keggle on a table, put your tubing on the spigot, and drain into a bucket on the floor. If you are still having issues, you may have a leak in your pickup tube.
 
Yep, it has to be a siphon to suck anything lower than the top of the bulkhead. And there have to be no leaks to break the siphon.
