I don't want to make mess this batch. This might sound silly but I rather ask now than once I messed up something ! I'm looking at a recipe from palmer's book.

Amber Ale

3.3 Lbs of LME
3.3 Lbs of LME at knockout
2 lbs of Crystal 60 malt.

My question is the 2lbs of crystal 60 malt is for steeping ?

Yes. Steep the crystal grain in 155*F (68*C) water for for about 30 minutes, then remove them, continue heating, and add the extract for boil.
