Just a couple questions on my first time kegging with my first lager

My lager was in primary for 1 week at 55 degrees. I slowly brought it down to 31 degrees in secondary. Total time in secondary was 8 weeks.

I am real busy right now, so, I bought some kegging equipment. I left it at 31 degrees under 9PSI.

Is this a typical post lagering set up?

Would the beer turn out better if it was carbed at a higher or lower temp?

How long till I should expect the C02 to be disolved?
 
I do the set and forget method usually, which is set it at 10-15 psi and leave it, then serve at 10-12 psi.

Lately I have been doing the burst method of hitting it with 30 psi, shut the valve, a few hours later hitting it with the 30 psi again, and I do this about 3-5 times depending on the level of carbonation desired.

it will be better to carb at lower temps.
