The attached picture is from my recent Copper Ale. Its been in 2ndary for 3 weeks; and dry hopped for the last 2 weeks. The foamy layer has persisted the entire time, and there are still quite a few floaters not settling. No airlock pressure. is it time to be more patient, or rack to a keg and let it settle out further there..?

If your FG is roughly 75% of your OG keg NOW.

There is no percentage in letting ale sit, unless you want beneficial bacterial contributions.

It could just be crud from an early transfer to secondary which refuses to collapse, It might also be a stuck fermentation. In any case letting it sit will not improve it.
Get it out of there.
