I brewed a while ago and made a star san solution that i stored in a plastic food grade container. I sealed it in august (the 17th) and now it is december and i wondered if my solution is still good because there is some dirt on inside the container. As long as the PH is 3.0 or lower, it's good to go. I use a plastic radiator funnel (thicker spout) with coffee filters to clean the Starsan.
 
Your Starsan solution is still good if the pH is below 3.2. It is better to store the solution in smaller containers with less head space.
Is that your bottling bucket in the picture? Even though Starsan is in a container, mold can still grow where the sanitizer isn't. Fermentors and bottling buckets should be stored dry to prevent mold growth.
Try PBW to clean the bucket. If that doesn't work a gentle wipe with Barkeepers Friend may take it off.
 
The pH is what makes it work. I used to test it every time I used it and it never got too high. I only mix ip a new batch when it starts looking dirty now. Usually when I clean my kegs.
 
Yes i used distilled water,dont know how mold could get in there, and yes it is my bottling bucket. Should i store in in another container (i have a 1 gallon glass carboy that i dont use anymore) im brewing in 2 weeks
 
As others have said, it's usable, based on the pH reading. If it will calm your mind, then mix a new batch, only you can decide whether ~50 cents a gallon is well spent for your peace of mind. I usually mix fresh on brew day, make more when kegging/etc, but YMMV.
