Is lager malt termed "undermodified" while ale malt described as "well modified"?

I'm reading the notes from the Institute of Distilling and brewing on brewing and it says something I was wondering if it is true? I had understood that lager malt is nowadays well modified too... Can you tell me if the statements from the Institute is correct?

When was that written? That information is probably out of date as virtually any generally available malt today is "well-modified", even lager malts.
