I might cut the chocolate in half and maybe sub with a darker crystal (80 or 120). Other than that, it looks good.
 
1. While 1056 is a good yeast (personally my favorite), I think you want more esters in an Irish than 1056 will give you. Wyeast's Irish strain will give the character you're after. If you want to use Dry yeast, i'd use S04 as a substitute and ferment on the cold side.

2. I like some munich or vienna in an irish to give some maltiness. Maybe use 9lbs 2-row, and 2lbs vienna.

3. Ditch the special B.

4. Use a pinch of roasted barley if needed to make it more red.
 
I make something similar. Its my standard beer. I use 10 lbs 2 row, 1 lb carared and 1 lb crystal 60. Then I boil 1oz centennial for 60 and 1 oz of cascade for 15 and 1 oz of cascade for 5.

Both the wife and I like it a lot.

Yours looks just as good but a little more complicated. I think with the chocolate it will be darker like a porter. Which is also quite good. So give yours a try. I don't think you will be sorry.

Thanks for the input all. Yeah I went with the irish and Vienna, I just try to avoid some of the malts like Vienna if i'm not ordering it online cause our Lhbs charges like 8 bucks a lb. Crazy. I may add another oz of hops at 5 min as you do as well. Thanks again for the suggestions.

Wow! 90% of the grains here at our LHBS are $2/lb
 
Haha yeah it's pretty crazy, I guess you can gouge prices when your the only homebrew shop in the province basically lol.
