Happy new year all!

Two part question here: First, making and then kegging an IPA, i want to dry hop in secondary and then keg instead of dry hopping in keg. Thoughts?

Second, I'm thinking of using gelatin to clear this beer in keg, but I'm not sure if it's worth it. Will i see clarification despite hop particles from dry hopping? Are there any other cons of not leaving my IPA 'unfiltered'

If you are going to dry hop in your keg, use a tea ball or put a stainless steel mesh screen over your dip tube. Otherwise, the hops particles will clog the dip tube.

As to using gelatin, the oils from the hops add haze to your beer. If you ever look closely at a Pale Ale or IPA that hasnt been filtered, it wil have a slight haze. Unless you are going for super clear beer, the gelatin probably isnt needed. I have served my pale ale with a little hops particles floating around. A few of them is fine. As long as you use the tea balls or filter on the dip tube, you shouldnt have issues with hops coming thru to the glass
 
Your plan will work fine. I dryhop in a carboy and I have dryhopped in the keg. I use a muslin bag for both. My IPA is crystal clear after a few pours and a few weeks. I have never used a clarifier of any type.
 
I've posted this picture before (so I hope you're not tired of it!) but even dryhopped IPAs can be clear. This beer was dryhopped in the fermenter, and then kegged. I've never used gelatin or other finings, so I can't give any advice on that.
