Imperial Cream IPA Recipe help - lactose question

So I want in IPA that has a very smooth velvety mouthfeel with some nice sweetness with some balls (alcohol content). Looking for something along the lines of 1.089 and 95 ibu with medium body. Magnum, pacific jade, Amarillo and since hops. Base of 2-row, some Vienna, crystal, cara-pils and honey. I was thinking of adding about 12oz of lactose, you guys think that's too much? Just right? Thanks for your help.

Also, when is Lactose more appropriate than a higher mash temp?
