IIPA, 1 wyeast 1056 enough?

Using roughly 20 lbs of grain and plan on doing a 5.5 gallon batch. Is 1 packet of 1056 enough?

I would make a starter out of it if only using one pack.

Should be making a starter with an OG that high regardless. IMO
