icy beer in keg

Is it normal to have an Icy beer thats in a keg? Had it in the keezer for about a month at 35 degrees it was pouring slow so I opened it and seen a slushy beer. Is it too cold?
 
Yes, it's too cold. While part of your keezer is at 35 degrees, I bet the bottom is closer to freezing. Do you have a fan to circulate the air in the keezer?
