IBU/OG, bitterness and dilutions?

Did a brown ale and accidentally hopped it to an IBU/OG ratio of 0.9 (58 IBUs/1.065 OG) when the target was actually 0.6 IBU/OG.

To fix this error, brewed the same recipe again without any hops at all and then mixed 4 gallons of the 0.9 IBU/OG batch with 2 gallons of the 0.0 IBU/OG batch to get the ratio back on target, as per the math below:

(4*0.9+2*0.0)/6 = 0.6 IBU/OG

Now, just out of curiosity, bottled a few 0.9 in addition to the bulk of the beer at 0.6 and then tried them after conditioning. Much to my shock and amazement, the 0.9 bottles aren't nasty bitter, indeed, I can barely tell them apart from the 0.6 bottles.

Is it not really possible to dilute IBUs like planned above?
Is 0.9 IBU/OG just not that different from 0.6 IBU/OG in your experience?
