Ok, referencing your last picture, from right to left the terminal block connections should be the positive side of your power supply, then the negative side, then the positive side of the fan, finally the negative side of the fan.

So, what are you using for a power supply? It should be 12V minimum...

Like day said. You're running a 5VDC power supply into a PWM that is 10v minimum according to the ebay page into what I assume is a 12v fan.

Please be careful with electricity, I think you need to do a bit more research.
