How quick does full hop utilization happen?

Brewed a IPA a week and a half ago. Added Warrior at the 60 min point of the boil. About 20 min later I had a momentary distraction and as luck would have it had boil over. Not horrible as I got to it quickly, but it was clear that hops were ejected from the pot.

The question is had full bittering utilization taken place by the time of the boil over at 20 min or does it continue throughout the boil?

This chart is likely an over simplification, but utilization increases dramatically as you boil longer. By 40 minutes you had gotten decent utilization out of the hops that were ejected from the kettle.
