How much coca powder or cacao nibs for 1 gallon?

Making a small batch of a chilli chocolate beer. How much coca powder would you add or cacao nibs? Would you put them at flame out? Also how much chilli powder? I'm aming for around 8% abv and 40-50 IBUs

32oz 2 row
3oz Carmel crystal 60
3oz chocolate
8oz flaked barley
2oz American capraplis
2oz roasted barley
4 oz flaked oats

.2 oz 7.1 casace 60 mins
.2 oz 7.1 cascade 30 mins
 
I add cocoa powder at flame-out, while the nibs (soaked in dark rum for a week) are added post-fermentation.
I use one pound of each for 10 gallons, so ~ an ounce and a half per gallon...
