So, not gonna go into a lot of detail on how to build a hop spider, it has been covered.

I will use the SS Sink collar and not the cpvc one, would dropping a 2nd collar into the bag help at all? Thinking it will allow the bag to keep it;s shape better and maybe get better utilisation.

I built mine with the ss sink collar (I guess you are talking about the insinkerator disposal collar, right?). Here are my thoughts. Too small, hard to get hops down in that 3" opening, expensive. After I bought it, I saw several ss kitchen things that I could cut or trim with shears that were larger diameter circles and cheaper. Go to bed bath and beyond and look around. A larger ring also lets you use shorter ss bolts as the "legs" that sit on the rim.

I was thinking the same thing. My kettle is about 18 inches wide so I want something at least 8 or 10 inches for the spider. I might just splurge for a full ss hop filter but I think a spider with a bottom is a nice middle ground
