I am in the process of making a new recipe. I plan on adding some cascade at 60 min for bittering. I have selected a few types of hops I want to use to help with the fruity/citrusy flavor. At what point is it best to add these to get the most fruity/citrusy flavor? I am going to be dry hopping with the same hops(not the cascade). Any advice would be greatly appreciated!
 
You want to add flavor hops 10 minutes or less in my opinion. You don't want to boil out the essential oils that create their flavor profiles. I add aroma hops at flame out to keep the volatile from boiling off too much.
 
I second galaxy and citra, also i can vouch for azzaca, last ipa i did added some warrior for 60min for bittering all the flavor hops i added with 5 min left and after flameout
 
You get a lot of what you are looking for during dry hopping. it sounds like you are looking for a New Englandish IPA, with lots tropical and fruit flavors being very upfront. I just did a coconut DIPA that came out very tropical and would have even without the coconut. Lots of pineapple, etc. I would suggest using a similar hopping schedule as that worked out great for me and it sounds very similar to what you are looking to get.

simple use NZ hops

Nelson, Motueka, kohatu
bitter with something neutral.

particularly good if your not looking for the hazy NEIPA styles that have become so popular.

the NZ hops can be paired with mosaic/galaxy/citra etc. which can boost your fruit
