Depending on the yeast you used you will likely get 73 - 75% attenuation, so if your SG was 1.099 then your FG should be 1.024 - 1.026. It looks like you have a little farther to go. What I do to get yeast back into suspension, is tilt my fermenter on edge and roll it around a few times. You dont need to shake it. Also, dont know what temp your fermenting at, but you could try raising your temp a little to help get it active.
