I'm brewing an IPA, it's called Hurricane. The kit came with two bags of hops, which I know what to do with, and a little bag of hop pellets. I don't know when to add them. It says 'dry hop Cascade 8.3% alpha 1oz' on it. I'm trying to do this tonight, any feedback?

It's a dry hop. Which means you put it in the fermenter for 3-5 days before you are about to bottle.
So if you are going to ferment for 14 days. On day 9 or 10 add your pellet hops. Then bottle on day 14 or 15.

There are other ways to do this but this is the simplest. Which may be best for your first time.

I can't say for sure but it seems the 2 bags that you can identify are for the boil and the one in the bag are for the dry hop. Can you identify the bag as the one ounce of Cascade??

Dry hop comes after the boil. Many choices here for you. You can put them in the fermenter, after primary has died down significantly. If you keg, you can put them into the keg. If you secondary, some folks dry hop there. I tend to do the first two and some great brewers do as well. You can read up on the subject of dry hopping, but the big takeaway is you have some time to decide where/when you want to dry hop. Cheers!
