I have a cream stout that is super tasty and I want to enter it in a comp. so my issue is that I bottle the stout in a 1 liter flip top and I need to put it in a 12oz bottle per comp rules . Any advise would be appreciated .

A better topic title is the best suggestion I can give ;)

Just kidding.... I don't think you're going to be able to transfer a fully carbonated beer from bottle to bottle without some loss of carbonation. If things are kept very cold (beer, both bottles, tubing) then there is potential to transfer from one to the other but I don't think the effort/trial/error is worth it. IMO.
