I forgot to put it in at the beginning per the directions. So I put it in for an extra 10 mins at the end so a total of 70 instead of the noted 60 boil mins. What ill effects could this cause or is it fine. I fermented it and had a good yeast starter. Og 1.063 much higher then the recipe of 1.051.
 
No problem. No effect at all.

Regarding the high OG, you can add additional water at bottling time to bring down the FG to where it should be... I do that all the time. Either way, your beer will be fine, but I like to hit my numbers, even if it means tweaking.
 
Lactose is unfermentible sugar, so it shouldn't matter when you add it. I add at bottling. I just boil it with my priming sugar, let it cool and add it to the bottling bucket.
 
OG of 1.051 is kinda low for a milk stout. Due to the unfermentables it will finish around 1.020 (or mine did at least). You'll prolly be happier with an OG around 1.060 anyhow so all is good and well.
 
Thanks for the for the feedback, I'm glad it should be just fine and will report back with any updates.

I was thinking of adding some cherries to the secondary fermenter once transfer over in a few weeks. Any ideas on how much to add to get a decent flavor for 5 gallons? Some suggest 1 pound per gallon. That sounds a bit much.
