If I have a liquid yeast culture that's meant for 5 gallons and I want to grow it up to be for 20 gallons, how much dry malt extract and water must I mix in with the existing yeast culture and how long must I wait?

What's the volume-of-beer to volume-of-yeast ratio?

Just brew your standard five gallon batch of beer. After racking to secondary, siphon trub into 4 sanitized 22 oz bottles. There's your twenty gallons worth of yeast, plus a batch of free beer to boot. ;)
