When my brew boiled over today, I noticed the foam carried with it some grainy green stuff. When it dried, I looked at it and believe it is hops. During the boil, a similar ring of green stuff forms. What is this? Do I need to be stirring it back in? It looks like my hops is being lifted during the boil and sticking to the upper sides of the pot, do I need to be stirring that back in? I'm using pellet hops.
 
When pellet hops hit water they instantly dissolve. That's what you're seeing. While you do your boil use your brew spoon to stir it back in. When you go to pour into your fermenter you want to leave as much of that "hop residue" behind as you can. Either don't pour it all in or strain your wort.

You don't even need to do that. I dump everything into the fermenter and let the yeast sort it out. You don't get any off flavors from doing that but any liquid you leave behind could have been beer. The hops will settle out, the yeast will cover them, and you will rack your beer off above them.
