Borrowing the wheat percentages from a homebrewer after seeing the color of his brew. Going for a "Very Green" type of double with a high ABV and fruit juice like drinkability... and haze ;)

Let me know what you think:

5 gallon batch
Mash @ 153 for 75min
75 min boil + 20 min steep/whirlpool
Estimated 66% efficiency (been hitting 78-80% on 1.085 habitually, expecting it to take a hit)

Pale 2 row - 53% (12.5lb)
Vienna - 21% (5lb)
Oats, Flaked - 13% (3lb)
Wheat, Flaked - 10% (2.5lb)
Crystal 40 - 3% (.75lb)

Hops:
Magnum First wort - 42.6 IBU (37g) - (will adjust based on mash efficiency)

15 mins
Simcoe - 16.2 IBU (30g)
Citra - 15.9 IBU (28g)
Galaxy - 11.9 IBU (18g)

Flameout+Steep 20 mins
1 grapefruit sliced into wheels (skin on)
1 Jumex Pineapple Nectar
1 Passionfruit juice (sunberry farms)
Galaxy - 14.2 IBU (35g)
Mosaic - 7.6 IBU (25g)
Simcoe - 4 IBU (12g)

Dry Hop
Galaxy - 56g (2 ounces) @ 5 days
Mosaic - 56g (2 ounces) @ 5 days

est OG - 1.103
est FG - 1.020
est IBU - 113
est ABV - 11.1
IBU/SG - 1.091
RBR - 1.14
 
Interesting. I would either get rid of the Crystal or do no more than like .5# of C-1-20 tops. With you fruit additions I don't think you even need it. I'd also combine your 15 minute and flameout hops into one big addition.

Interesting with the addition of the fruit/juice. Maybe just add the juice parts to the fermenter to keep it off of hot wort?
