Hard to tell what it is from the pictures. I would hit it with some bleach and clean it out in case it is some mold. If you can get behind the evaporator clean there too. I don't think I would worry too much about it myself.
 
Yeah, take it outside and spray it down good. Won't kill ya, but if your allergies start acting up, u know why
 
Yeah, I'm not convinced it is mold, could be an old insulating foam, some of that stuff breaks down into a fine black powder like that.
 
Yeah I don't think it's mold. I just wiped/picked some off with a tissue and it was kinda spongey/rubbery. If it's the broken down insulation is that a big deal?
 
I saw some of this in my mini fridge, it dripped down the temp control probe wire and onto the, so I thought it was degrading insulation on the probe wire, but I never saw anything flake off. It cleaned up fairly easily with just a wet rag and I haven't seen any other problems, but I don't run that fridge constantly anymore, so I don't know.
