I entered a couple sours in a local homebrew competition and they both got the same score (39.5). But, one of them got silver and the other one didn't place. Both beers are annotated "mini-BOS" next to the score. It seems like that means that if there is a tie, they just decide which beers they better. Does that seem right?

Almost. That means there were at least two tables judging. During the initial judging, the judges will fill out the scoresheets and that's where your scores come from. Each table will then select their top beers to advance to the mini-BOS where they compete head to head. In the mini-BOS, they ignore the scores assigned during the initial judging and just pick the top three. So it's possible that a beer that scored a 35 by one set of judges might beat out a beer that scored a 45 by another set of judges.

P.S. Congrats on medaling!
