How do I control the of levels??? Do I put i fill it up to 4.5 gallons and then slowly add a bit after I check the og until it's good?

If your doing an extract, than just follow the directions. If it calls for a 5 gallon batch, make sure you end up with 5 gallons in the fermenter.

This is exactly how I do it. I sacrifice volume for the correct og. If you're out .5 gallons I think you can live with that. Have fun!
