Brewed my first ipa...it got flat! Not sure what happened...in primary for 2 1\2 weeks in bottle for 2 plus weeks...any tips? Fermentation temp was 60 -70 degrees....

Too many unknowns at this point.
What was your recipe?
What were your OG & FG!
What yeast did you use?
How much priming sugar/malt did you use?

I disagree w/ fermenting above 70°F. But after bottling 72°+ is ok.
 
give it more time, move your bottles to somewhere 70-75F after giving them an upside down swirl
