Final Gravity on Dunkel too high?

So I done goofed and when I made the thing we forgot to measure OG. However we followed the recipe and there were no apparent mishaps.

I measured the FG today and its 1.028 which is too high for this recipe. I moved it from primary to secondary on the date in my sig, and it was in primary for 2 weeks... I transferred it when activity in the airlock stopped and the yeast settled.

I'm looking to bottle but I'm not sure what to do with this exactly.

Here is the recipe brewed with the LME version. The only other substitution is the yeast is W-34/70, and its been sitting at about 60F after I moved it to secondary.

What should I do with this?

EDIT: I should note that when I transferred it to my 5G carboy for secondary, I discovered i was short of 5G, maybe 4.5ish gallons. I'm not sure where I lost it but... how much could that affect it? I used a fermenting bucket to top off to 5G post boil, which I later learned may not be accurate... I have since marked my primary Carboy
 
Planning on bottling tonight before i go away.. Advice would be welcome
