Bought a kit but have not received it yet. I'd like to ferment in my basement but right now the temperature is around 48 degree F. Is there any beer that will ferment in this colder environment?

As long as you are using a lager yeast you should be fine. Most lager yeasts have a temp range that would include the upper 40's, and will still ferment into in lower 30's. I would start fermentation in the 60's if possible and once fermentation starts put it in the basement.

In a similar line of questioning, what would be the highest possible fermentation temp for an Alt before producing off flavors? Hoping to do an Alt inside since my roommates and I keep the heat way down to cut down on spending and mountain winters get cold...
