F.G. fermentation ?

I brewed a 'Brooklyn Brown' . It has been in the primary for 13 days.

My OG was 1.065 and I took my first sample reading tonight. It was 1.038.

That seemed high. Promash says that would be 3.58 % ABV. I used Wyeast's European Ale yeast 1338

I expected a lower FG and a higher alcohol content.

It has been fermenting at about 65 degrees the whole time.

Do you think the fermentation is stuck, done, or still working? There is a bubble in the airlock every minute or so. Should I do anything, or wait and take more readings in a few days?

that's only 42% attenuation by my calculations...far too low. i'd raise the temperature closer to 70, give it a nice swirl to rouse the yeast, and leave it in the primary another week. you may wish to repitch some dry yeast if that doesn't work.
