I am clueless when it comes to electricity/wiring/current/amps whatever. I just wanted to make sure that it was ok to wire a 5.0 or 5.7 V cell phone charger to a 12V computer fan. I was thinking it would be fine since the output is less than the 12V fan but I wanted to make sure before I install it in my kegerator. Also is there a large risk of electrocutions or danger if I put the wire through the drain hole of my kegerator and it gets wet occasionally? The actual plug in and the fan will never get wet just the unexposed wire potentially.
 
1: Yes. the fan will just run slower.

2: Mostly Ok. Depending on the wire you use, some are water resistant and some are water proof. Depending on what wire you end up using, and if you seal your connections well. Use some liquid electrical tape, and it should be safe to get damp once in a while.
