But I have not connected it to my heater element yet. Are they meant to vary the voltage? Mine reads 244V no matter the position of the knob.
You need to have a load connected to the output when you measure voltage. You can't get a good reading without one. Also, the wave form from SSVR, TRIAC and thyristor voltage controllers is not a clean sine wave, so they may confuse your meter. Most low cost meters are not true RMS voltmeters, which is what you need to get accurate readings with non-sinusoidal waveforms.
