What, in theory, would happen if I were to powder down some pellets and mix them with water, bring to about 80c (176f) and add gelatine. Then used the hop gel to dryhop and add clarity to my beer?

I'm not sure what would happen, but I am wondering first and foremost what you are trying to accomplish. Are you worried that the gelatin will strip your hop character on the dry hop? Some people claim that is the case, but I've never found it to be a problem at all.

I get what you're trying to do, but you need the alcohol in the beer to dissolve hop oils. Dry hop first with pellets (48-96 hours should be fine) and then gelatine. You'll be much happier.
