Dry hopping with whole leaf hops

I'm using whole leaf for the first time to dry hop. I simply dumped them in the bucket so they were floating on the surface and replaced the lid. One week later when i opened up the fermenter to transfer to the keg I saw that the hops are still just floating on the surface with no perceptible change. I had expected that they would slowly saturate with the beer. Should I have mixed them in? I'm always reading about not agitating the beer unnecessarily both to avoid oxygen contact and contamination. Am I going to miss out on some of that hoppy goodness since I'd guess that at least 50% of the hop surface area never contacted the beer? Pellets always soaked right into the beer...
 
I've always thrown them in a hop sock and weighted it for that reason. Those cones are so damn buoyant.
