You only want to dry hop for 7-10 days and then get the hops out of the beer. So, you probably don't want to add your dry hops at 2 different times. You want to dry hop when the beer is done fermenting. So, let the beer ferment for a couple of weeks, check your gravity, then add the dry hops for about a week. The bottle/keg.
 
I dry hop in the primary AFTER fermentation stops. I haven't used a secondary for dry hopping for a long time.
