I brewed the off the topper double IPA kit from nb about a month ago. Tomorrow is supposed to be bottling day. This kit call for two dry hop sessions. All of the hops have formed what I would call a cake on the top. Should I wait until this falls or Just go ahead and bottle tomorrow?
 
The hops (if whole leaf) are not going to drop, you should proceed as planed

If they are pellet hops, you could cold crash for a couple days, this will help bring sediment to the bottom, then rack

If you're comfortable with the amount of time they've been in there, like Gravity said, proceed as planned. If they're pellet hops though, I would think they would drop but I'm not sure on that.
