With all the Roasted barley and chocolate and special B, I would call that a Stout. So a hoppy stout.

Could and will turn our great, but you need a lot of hops to cover the Stout-ish feel.
 
Wow, 6.75 oz hops in the kettle and mash and another 2 oz dry hops in 5 gallons
is a lot of hops.
If the original brewer wants to call it an IPA, I guess that's his choice, but I wouldn't call it an IPA.
Note the above recipe predates the 2015 BJCP style guideline for a Black IPA.
Anyway, If you like the hops listed, go for it, for my taste, all that Magnum and Chinook
will make it a little harsh for me, so I'll wait for your tasting notes....Cheers!:cask:
 
I think the multiple bittering additions are wholly unnecessary, but I bet this beer tastes great. I'd just pick one bittering addition and adjust all hop additions to fit my desired IBUs.
 
yeah I'm not brave enough to brew this with all that bittering lol
but could be interesting going with the grain bill and adjust the hops for a tun load late
