Our house has a 14-50 receptacle for RVs in the garage with a 50a GFCI breaker in the main panel. There are 30a breakers already in our control panel. Could we avoid a spa panel and simply use a 50a-to-30a pigtail?
 
Yes. Preferably you don't have a long length of 10AWG cord between the input plug and the breakers in your panel.

Fortunate for you to have a GFCI breaker and dedicated 240 volt circuit.
Might be worth your while to hit the test button just to be sure the protective features are functional.
