I think DM/PM is only allowed after a set amount of time, but the mods could clarify this.
Actually, new members are blocked from sending convos (pm's) until they have 5 successful posts to their name.
But... other members can start convos with such new member instead, whenever needed or wanted.
Looks like the seller did that by sending @uncle z a convo.
