Crystalization on cider?

Just noticed I have some white crystals in a this layer on top of my cider. Normal?
 
This is what it looks like. Kinda hard to tell.

Is it a new fermentation? I assume so, since it has so much headspace- but if it's been in the carboy for a while I'd rack to a smaller vessel to reduce headspace and protect it from infection.

It's hard to tell from the picture what's going on.
