I have a partial grain & extract kit with a small package 1 pound of DWE that is as hard as a rock. Shall I fret, or relax, make the kit and see what develops?
 
if you mean Dried Malt Extract, and it is rock solid, you might have a hard time dissolving it into the wort during the boil.

I could be wrong, but maybe try dissolving it a separate pot and add it back into the wort when you go to chill it?

get yourself a hammer, or use the palm of your hand...it will break back into powder with a little effort.

Go ahead and use it, but "hard as a rock" generally means the kit has been sitting for a while...if it is vacuum packed, it may be fine. If not vacuum packed, it may have some off flavor to it. Either way, it will not make the beer undrinkable (in my experience anyway). Remember, fresh is always better.
